Is Nanopure water that is dispensed from a Barnstead the same as HPLC grade water for use on an HPLC

If you mean the nanopure diamond (Blue and grey in color with a door on front) the answer is yes as long as it is the UV version and the bulb and sleeve are less than 1 year old.
If it is the older nanopure (Individual filters) It depends on what detection limits are, the nanopure does a little below 50 ppb of organic carbon, usually you want less than 5. For that you need a system with a special wavelength ultraviolet light in it to get there.
