I have a softener that is 16 yrs old. it is on city water with a hardness of 20 and almost no iron. we have noticed recently that the water does not seem soft. skin very dry, lots of soap required. The valve operated correctly but i am wondering about the resin if it should be changed.

yes it could be the resin or it could be the softener is at the end of its life after 20 years.
You can try to change the resin and see if that fixes it. If it draws salt, it is most likely the resin.
