I have a fine mesh resin bed at the moment but after 6 years it seems it is not working correctly MY impression is that it is channeling It does not have a gravel bed Can I put standard resin on the bottom and then fine resin above that

Although not normal, you can do that. Channeling occurs when the flow rate is too low for the amount of resin but usually does not effect water softeners because they remix the resin with every regeneration.
Make sure the tank does not have more than 60% full of resin. Also verify a high enough backwash flow rate.
After 6 year if is very possible that the resin is fouled with iron and would need to be replaced.
