What is the white crusty deposit that sometimes forms in tea kettles after lots of use? How did it get there?

The crusty deposits you are seeing are most likely caused be the formation of calcium carbonate scale. This is also know as hard water deposits.
The calcium is normally dissolved in the water but as the water evaporates it starts to concentrate the calcium which starts formation of crystals on surfaces. This roughly the same thing as concrete.
To reverse the formations, you can try to clean it with a weak acid like vinegar, citric acid or some other weak acid.
Acid (low pH) causes scale to dissolve while base (high pH) causes scales to form.
You can eliminate the scale several different ways.
